Question regarding book numbering

Should we include author's bio when it does not have any specific mention of the book in question?

Also, what about author bibliography?

Both of these are sometimes at the front of the book, when they obviously should not be counted, but how about when they appear at the end of the book?

Yes on both accounts when they are at the end of the book. It does not matter if it talks about the specific book.
