I read this book as a preteen around 2001, and sadly I don't remember much beyond some basic plot points. It was a hardcover book, had a yellow/olive green cover with an image of an eye, and was around 200 pages.
The book took place in the future, and everyone over a certain age (possibly 15) had vanished. There were a handful of main characters, though I only remember one of which possibly being named Ella. One scene early on in the book featured one of the protagonists, who was about 10, attempt to drive a car.
The book had some shorter chapters/interludes that had a programming/coding theme to them, but I don't recall what purpose these served to the rest of the story.
Google searches point to "The Girl Who Owned a City", but this wasn't the book I read. The one I'm looking for may have been based off that book, but it was definitely set in the future, with futuristic technology and the like.
Thanks for the help!
