I am a library. I saw two paperback editions with the same page count but different publishing dates. Should I merge?

The best way anyone can help you with this question is to link to both editions.

ETA: generally only a different publication date is not enough for an extra edition. Merging of editions can't be undone, which is an extra reason to be very sure what you are doing.
