I wikipediad it and i can only remember some details.The world in which the book takes place has spaceships and planetary travel is commonplace.

The Earth has been abandoned.

Main character is in a gang

There is a council of aliens.

IIRC, someone mentioned the book after a user lamented on andromeda not having any of the political intrigue of the trilogy
