It is very clearly identified as the parts of the light spectrum above and below the visible spectrum early in the book, when Werner is listening to the science broadcasts on his radio. It becomes symbolic of the goodness that Donna mentioned.
I also see it as the wisdom and recognition of right and wrong displayed by Werner and Marie-Laure that they were able to comprehend because they sought truth beyond what was being forced upon them.

I took the word light to mean goodness or hope that exists during times of cruelty and times of hopelessness. The light is there, hidden by the darkness of the times, but it survives somehow as do people, until the darkness lifts and the light can be seen.
