Where does Hal come in on the RA timeline? I can't figure out how it works.

He comes in during King Duncan's time but Evenlyn has not married Horace yet. (Right before Nihon-Ja.) Don't worry, it took me awhile to figure it out to(:
Doesn't Halt already know about Hal's sail design in an earlier book? Also, how is Gilan not yet thirty (that one really confused me)?I was remembering a scene in which Hal says that he wasn't born yet when Will made the treaty, but my brother says I'm imagining it... does anyone else remember Hal saying how old he was when that happened?
