ABANDONED. Coming of age book about two brothers, told from the perspective of one of them

The narrator, one of the brothers is already adult and tells the story about his childhood but mostly about his weird brother, He never understand his brother who makes weird risky choices with his life. At some point in the story, the weird brother sleeps with the handicapped girl who was in a wheelchair. He also burns down the house of a guy he hates. They all live in a small town by the river. Unfortunately, I can't remember the time period.

They were teens but it was told from the perspective of an adult. I read it 2 years a go but it was published I think in the 90s

The description reminded me of I Know This Much Is True although few of the plot points are an exact match.
