Author Copies from Amazon - duration

Hello there, I’m looking for some information if anyone is able to help. I paid a small publishing house for my Amazon author copies on 20th February 2018.

I was expecting 100 copies which my publisher said he ordered. Three months later they have not arrived. I was given the reason that they have been held up in customs and now they are too busy to speak to me.

They sent me 25 books eventually claiming they paid full retail value for these ‘to help me out’. However, I’m still short the 75 copies.

Do Amazon ever take 3 months to deliver? Do their books become lost in German warehouses? The publisher is insistent that this is ‘quite normal’.
