Harry’s former partner, Lucia Soto, shows up with her new partner and an ADA without warning, blindsiding him with the news about Preston Borders. Could she have given him some kind of heads up?

I think she could have. They didn't hand her the case on the way to visit Harry. She probably knew for a couple of weeks that they were re-visiting one of Harry's cases and could have talked to him about it.
