"All editions should have the primary author name as the standard or most common Roman (that is, English-language) version of the author's name. Editions published under another spelling of the name or the name in another language should have that name listed as the secondary author."
With "all editions" not just the editions of translated books are meant, but all editions of all books published by the author. That way, the English/international profile will have the complete list (and combine page).
There is a thread in the Additions to the Librarians Manual folder with requests and suggestions to make this section in the Manual less ambiguous, because lots of mistakes are made over this, but so far staff haven't changed it.*

Yes, and if they dropped the sentence "Authors with books published in multiple languages should have their names dealt with similarly to those with pen names."
The treatment of non-Anglophone author names is not similar to that of pseudonyms at all.

All of this author's works need to have the international name added to primary position.
