      Yes, we added that intentionally due to a very large number of posts over the past few weeks/months which ignore the group rules.
It's unfortunate that everyone who posts correctly and doesn't need reminders has to see the popup, but we thought it was necessary.

And at least with it being deliberate I won't have the hassle of reporting it as a bug over in the feedback group so staff can say they'll "look into it" and then never actually do anything about it.
 I think it's a good idea. The only problems are that 1. it pops up on every reply comment, not just on the new threads, and 2. it sometimes (not always) blocks the comment box so it covers the "edit" button.

     Maybe put a note on the bottom of the pop up to say 'we did it on purpose cause people keep getting shit wrong'... Or perhaps the more PC version of that.

Another thought, can you put a link in the pop-up? With the "how to use this site / read this first" link?
Update:
Pop-up showed up for a reply on another person's thread. And it went away with a clickable refresh (I don't have function keys/keyboard shortcuts).




 
Because I'm seeing it on every comment box and I'm wondering if it's a deliberate change or a rather obnoxious bug.
