1 definitely shows strong evidence of being true, and I cannot find any evidence the story was published on its own.
As far as 2, I think a single author's collection is always a better option for such merges than "best of" anthologies, when both are options.

At first I thought it was a proper book cover and was just missing it's format, but while searching around for any information on it at all, I came across a link to the image, and found this:

The "cover" actually appears to be a magazine spread image which preceded the publication of the story in Omno Science Fiction #106.
Possible merge targets:
a. And the Angels Sing (1992), author collection
b. The 1988 Annual World's Best SF
c. The Year's Best Science Fiction: Fifth Annual Collection
a) is an author collection, and b)&c) are both year's best anthologies.
