I've not attended college in a number of years, but I do know several ASL interpreters that are associated with Gallaudet University.
Are students given individual ASL interpreters for students in other colleges around the country as described in this book? The guys I know tend to stand in the front and face the audience and sign for any and all deaf students at whatever event they're at. And as to being a "distraction" I've always found them very easy to ignore.
