The story I'm thinking of was a novella within a larger series, I think...

That was my next guess. It's Alaska but otherwise sounds close.

Are you still looking for this book? It sounds like it could be "Once Forgotten, Twice Loved" by Bryce Evans. I've read lots of books that take place in shifter hotels so maybe I'm just convincing myself your book is the same as the one I like the BEST!
The human heroine (possible twist later) is a Cop named Ash from New York who visits her male werewolf best friend, who she grew up on the streets with as an orphan. Their pack runs a ski Lodge in Colorado. When she gets there she's told she's the Alpha's fated-mate and proceeds to flip the hell out. Meanwhile, while trying to navigate her considerable intimacy issues, there is a gathering/Summit of all the pack leaders in the area to deal with the disappearance of several of their teenagers with no idea why or how they were taken. The visiting heroine is nationally recognized for her expertise in Abductions/Missing persons cases. How convenient, right? Anyway, despite the less than complicated plot, I really loved this book because the h is so very broken inside, but finally finds herself again with the love of her mate(s). Oops, did I forget to mention there are 2 of them? The Alpha has a twin brother, the Sheriff, who's also her mate....

If this isn't the one you're thinking of, try looking over some of Dana Marie Bell's books like the Pocono's Pack series...or Carrie Ann Ryan.

Did you figure out which book it is yet? It sounds like it could be:
