They are both aware of caring for the other and Frank in particular is fighting against it. Or at least he thinks he is!
I think Sarah is still not owning her feelings and thinks the attraction is solely because he gives her an opportunity to play detective. Frank is much more aware of his feelings toward her, though he thinks he needs a credible reason to see her. But, they’ve both now dropped their defenses and are communicating with ease. It’s lovely to watch this develop.
I agree with your take on the relationship, Jonetta. Frank is aware that he has feelings for Sarah. He's just trying to keep them under wraps and thinks he can just stop seeing her when the case is over. Sarah loves playing detective, but I bet it wouldn't be as much fun for her with another detective from the precinct. I like that they are now friendly with each other and can tease each other.
I really like how he's recognizing Sarah's influence on him by referring to it as "Sarah was ruining him." Their relationship is developing nice and slow. With every book we see them more at ease with each other and in the case of Brian's new doctor and his surgery Frank almost felt as if he needed Sarah there.
