ABANDONED. Drama coming of age troubled white foster child moving with a native family

This was a school reading pick back in the late 90s. All I have to go off of is that there was a troubled white boy in the foster system that was placed with two native people, one in a wheelchair and the other mute. They form a pretty strong bond before the system removes the boy thinking that he is not going to be a good fit for a native family (or something of the sort) which causes the natives to kill themselves over the loss of the child.
