Edit: I just noticed half of my Japanese bookshelf has the titles romanized, is there no policy for this? I don't see any Russian or Chinese books having their titles romanized?

While transliteration is not required on non-English titles, some of our users find it helpful. It definitely should not be removed from a book to which it has been correctly added.
