Hi Hunyah, I'm not clear on what you're wanting to know. Could you rephrase the question please?

If you're referring to a particular Listopia list (such as these ones) found on Goodreads — these lists are considered community-owned content and Goodreads doesn't require any amount of good ratings to appear on these lists. The criteria for a book to appear on a community-owned list is determined by the list in question. Members can vote for books to be added to these lists, whereupon they'll be moderated by our Librarians (who can remove books from lists if they aren't factual fits).
It's also worth mentioning that Goodreads is primarily a book review and recommendations site, so we don't offer books for sale, or track book sales of any kind.

Along with what others have stated, typically "best seller" will be based upon number of sales, not anything to do with ratings.

Ratings are irrelevant, it's about having sufficient sales to hit a list. If you want to be a recognised bestseller (such as USA Today or NYT) then you need to sell between 5,000 and 10,000 books in a single Monday-Sunday week.
For example, in many cases, I am only one of many contributors to an edited collection. The rating given to that edited collection therefore really doesn't rely just on my one chapter.
