Going Nuts Part 1 - Story "Revolution"

In "Future City", there is a story towards the end of the book called, "Revolution". I'm not going to put in the spoilers, but I am begging someone to come to my rescue and explain what this story is about! There were many things that seemed to be leading to something, but when I got to the end the only thing I could think of was, "huh?" I've tried thinking of everything that it could be! It just doesn't make sense! You can write me a private message if answering me publicly will cause too many spoilers to be reviewed. Just please, someone, explain it to me!
