Don't you think Iqbal should have also done something towards the climax?

I think Iqbal could have been used a bit more in last chapter to bring peace and harmony? I think so..

Iqbal was Merely an instrument towards expressing an outsider view to the whole fiasco. He himself confessed of his desire to leave mano majra and found it best to not meddle into the affair of faith and religion.

I think that was intentional - the author has tried to show how ideologists can fall short of real action. So, while Iqbal was all educated and intellectual, he lacked the courage to do something real. On the other hand, Jugga, a dacoit/accused murderer with no education whatsoever had the instinct and bravery to stop the massacre.
