Soft power vs hard one

There is this concept of soft power that some countries switched to: https://en.wikipedia.org/wiki/Soft_power while most countries still count on a raw force and weapons. Moreover, soft power may be associated with weakness.
Do you believe in soft power? Can it work with everyone (every country) or sometimes hard power is inevitable?
