Looking for book title.

This may be a long shot, but I am looking for a book I read a long time ago. It was a mystery type thriller about a city that got buried when a dam was released. I think it was determined eventually that it was done to cover up a murder. That is about all of the info I have. Wondering if anyone has any idea what I am talking about.

I have been looking around online and came across Under the Lake by Stuart Woods, this might be it but I am not 100% sure. I am still interested in ideas if anyone has any. I know I read the book in the early 90's so it is not something published after that.

Erica: good luck finding the title. If we run across any possible titles, to narrow it down, do you remember, was the protagonist male or female?

I am not sure about that part. I do remember something about a baby/someone being buried in a well.
