This is a thriller novel whose author and title I cannot remember.

Plot involves an assassin flying a P-38 Lighting shooting up Air Force One. This puts the President out of contact with everyone, the problem being is that he has arranged a secret test of Americas defenses that day, a missile will be fired from a submarine and then detonated right on the US/Canadian border. However when the event happens, no one knows that it's a drill.

Can anyone remember the name/title?
