That last line of Jes's comment really got me thinking. She is much more desperate than any of us have probably been, and is unsure where she will live or what she will eat in the upcoming days. That definitely prompts much more risk taking than I would ever consider.

But I've also seen extremely poor areas where being arrested was seen as a good thing because it meant food and a place to sleep. I'm not sure what their punishment would even be, but if it was prison, there is that advantage.

I think Emika was pushed into a corner, so taking the power-up seemed like her only option because she needed to find money quickly. Emika' job options were limited to start with because of her past/criminal record. I think this also really goes to demonstrate systemic problems within society (the link between recidivism, limited job options, and poverty).
