During the meeting where Harry shares the results of his investigation of George Irving's death, Councilman Irving is allowed to attend and lashes out at Harry when he concludes it was a suicide. Did you ever get the sense at that time that the whole meeting was orchestrated?

I hadn’t a clue though I thought the Chief was showing an inordinate amount of deference to Harry. First clue should have been them allowing Irving in the meeting before Harry had debriefed the Chief and Kiz.
