SOLVED. Sci fi book about weather phenomenon. [s]

I thought this book was by Dean Koontz but I can't for the life of me remember which one it is. It was basically about two brothers, one good, one evil, and they developed this machine that could control the weather around the world. Given all the crazy weather we have been experiencing lately it makes you wonder. I am not usually into sci-fi but his books are generally right on the line so they keep me interested. I remember really liking this book but it's been years since I read it.
