SOLVED. Novel about Nixon, Kennedy and Hiss [s]

About 20 years ago, I saw a novel on the new book shelf at the library; it was a thriller about an investigation into the Hiss case; at the end, Nixon realized that (view spoiler)[there had been evidence that Joe Kennedy was an active Nazi supporter, but Nixon had been so focused on Hiss that he had missed it (hide spoiler)]

I remember that in the afterward, the author noted that it was true that Kennedy had donated to Nixon's presidential campaign in 1960, but that the author's explanation of the donation was made up.
