Are Kirkus and IO9 bought and paid for by publishers?

So, are organizations like Kirkus and IO9 bought and paid for by publishers? Because this book is NOT good. They sing its praises like the author is the 2nd coming of Ray Bradbury. I’d love to get some perspective on this one.
