PNR with Elementals - first 3 chapters (20-25K words)

Hello All:

I have written the first three chapters of a PNR urban fantasy novel dealing with Elemental humans. At this point I just need some general feedback on what your impressions are concerning the characters, plot, and world-building - what is interesting, boring, confusing, funny.

I have no firm deadline on this, would just like to get some feedback in the next few weeks. Thanks!
