Generally, a person is notable if they have been the subject of published secondary source material which is reliable, intellectually independent, and independent of the subject.https://ballotpedia.org/Donnie_Harold...

So any web presence makes the notablity grade, or is it specific sites, like that one?
reliable, intellectually independent, and independent of the subjectWhich is a judgment call, of course, but that site appears to meet those guidelines.

Out of interest, do we have a list of "reliable sources" in the way of the acceptable-sources for covers list? I don't think we do. Would one be useful?

I don't think so.

We would usually accept a Wikipedia page as proof of notability as well.

Some books has Banksy as the author of https://www.goodreads.com/quotes/6750...
https://www.goodreads.com/quotes/7204... appears to be from Michael Jordan
But are 107 others and probably author can't be found for all of them.
I've added a brief bio but in the absence of any works, is this person notable enough to have quotes on Goodreads?
