This science fiction book turned movie would have been in the late 90/2000. It told about a strange gel like rain that came and things on earth started changing. The rain had a scent to it and in colder climates it was blue snow. The story followed a heroine as she tried to figure out what was happening. Their was a town drunk that turned out to be a PHD that tried to warn people that it would happen. It seems like the rain affected adults but not the children.
