You have to make people choose the lesser of two evils.
For example... Would you rather have seven years of famine or seven years of drought?

Famine-then we could still grow some thinmgs, and have water-just food would be scarce. Without water, there wouldn't really be any food anyhow

So, would you rather have no one show up to your wedding, or your funeral?
