They are on the moon, or a planet, in a building whose life support system is run by a computer. The computer apparently can never be turned off.

One man bets the other he can shut it down.

SPOILER

He tells the computer that everything he says is a lie and to disregard it. The computer shuts down, and then the two men realize there's no way to start it back up, and the story ends with the temperature slowly dropping.

I think this was in Reader's Digest in the 80s or 90s?
