I'm not sure I understand your suggestion. The publication date for the new cover of volume 1 is 2013, why would we want to have it with a wrong publication date of 2009? The original publication date is set to 2009.

I was trying to find a solution for the 2009 original work, whose ISBN was re-used for the 2013 edition. Goodreads does not permit the allocation of the same ISBN to more than one work, so the 2013 edition should give up the codes in favour of the 2009 edition and become its ACE. But this would not be an elegant solution for the series.
My suggestion is to do things in reverse and list the 2009 original as the ACE of the 2013 edition. It's what the editor ham-handedly sought to achieve by printing a false CIP with the new year (the National Library still recognizes the ISBN as 2009 vintage).

The original Vol.1 was published in 2009 and was not part of a series. Its cover lacks the large orange number "1". This was added on the 2013 printing of the book, when Vol.2 also came out. The editor modified the CIP description inside the book to appear as if the ISBN is from 2013, but the national library database lists this ISBN as a 2009 registration.
Suggestion:
Change the Vol.1 publishing year to 2009, but add the original cover as an ACE. This would be in line with the editor's intention, as they have later amended the National Library catalog with a subset referencing Vol.1 & Vol.2
