Worldcat includes the first page as Roman numeral. Both the APA and the MLA include it in citations. shouldn't that information be included in pagination?

No, according to librarian manual:https://www.goodreads.com/help/show/2...
Introductory material paged using roman numerals is not included in the total page count.
