SOLVED. College age Wiccan in Salem fights witch/vampire with professor and shapechanging little girl. [s]

I am looking for a book I read sometime between 1998 and 2005. I am fairly certain I found it in the YA section and that the title or author starts with a "W". The story is set in Salem in the 1990s. The main character is a collage age girl who has lived in Salem all her life and practices Wicca. Other characters are a pregnant professor and a long time grad student who works at the college radio station. The adversary is a witch/vampire from the time of the Salem witch trials. She "turned" two other women at the time and the three have been "hibernating" while waiting to take over new young bodies. They are currently like winged vampires. They begin to affect the professors baby along with another little girl living with her single father. The main character meets a young boy who she befriends just when she is starting to sense somethiing is wrong. In the opening chapters, she goes into the forest to practice a ritual and makes it rain. The boy follows her and is embarrassed when she disrobes so sneaks away without witnessing the magic. He is a runner. The grad student finds the little girl on the edge of the forest by herself and is taking her to the police when he has a car accident. When he wakes up in the hospital, he has been arrested because the girl had been abused by her father and the police think he did it. The witch/vampires try to take over the little girl and the professors baby but the girl Wiccan saves eveveryone somehow. I don't remember how. I believe the little girl ends up living with the local sherif. I know she becomes a shapechanger. There is a sequel that is equally good but only one. I do not believe it is a series. It is amazing the details of the story I can remember but not the title or author! I think the senior witch/vampire was called Goody [Someone]. Thank you!
