I assume there is some unethical practices going on in the D.A.'s office. I don't think that urban areas would have a corner on the market. They just have more cases and more chances for stuff to happen.
Any system has its unethical practices so the idea that the prosecutors could have their own agendas (whether rural or urban) does not surprise me.
I'm a bit jaded about the system so it didn't surprise me. But, being fairly new, Minton took some huge risks. That surprised me.
