Ooooh! I think I know this one! This is a great book, one of my favourite re-reads.Stranger at the Wedding, by Barbara Hambly:

It's not a high collared dress, but the dress does play a part in it. Was there a spell woven into the wedding dress?
I'm looking for a book with a Baen style cover with a sorceress with a high collared dress on the cover.
Plot:
Main character told form Sorceress's point of view. As a child she discovered & stopped her younger sisters tutor ?magician from sexually abusing her. Something goes wrong just before her younger sisters marriage, several years later, she investigates with the help of either the groom to be or the best man (I can't remember which). There is some romance there. It turns out that the tutor fom her youth is causing the problems.
Please help, this is driving me crazy!
