Krysteena | 4 comments They were fine until humans came and visited. Something about the human technology did some damage to some of the aliens that made them incapable of telepathic conversation. This created a situation where they had far more crime than before, so humans came to set up a police force on the planet to show them how to combat crime. A murder happens, and then the story takes off from there. Really wanting to find this book, I read it in the 80's and it was somewhat old even then. Even with as much of the story as I can recall, I can't find the book anywhere so far.
Some extra information, police at the time were referred to as Leo's (law enforcement officers), but were suggested to change this due to the mental image created when using this acronym (lion, obv) and so it was suggested they use cops since the image brought to mind was more along the lines of brass buttons, this being the idea behind the slang term to begin with maybe.

A guess - Martian Spring by Michael Lindsay Williams? Subjects: Human-alien encounters -- Fiction, Mars (Planet) -- Fiction, Telepathy -- Fiction.

Do you remember the cover art, Krysteena?

I found it in Google books search:
So, as of now, you need to delete the terms leo and lion from your vocabulary." Twenty-four young police officers straightened in their chairs, staring at Hasejian. "On Egar," she said, "we're peace keepers, not law enforcement officers, and we have to stop thinking of ourselves as leos."
