Was the book for younger readers, or more aimed at grown-ups?
I'm just going to throw out two maybes that are close-ish just in case something sticks -but these are all adult scifi not kid's books so you can ignore them if that doesn't match your book.

and maybe take a look at the Chanur series by C.J. Cherryh -they're from around the right timeframe but there's a bunch of different editions/covers and several books so I can't say for sure if there's a cover image that will match you'll have to check, but they're about cat people/aliens so maybe worth a look, like this one

Just in case, my book was The Guardsman by P.J. Beese.
While looking, I came across another cover that at least had a red uniform. It was The Battle Of Forever by A.E. van Vogt. The red uniforms are on a French edition, which you can see in the middle of the post here:

Sounds like it might fit your description, when I read the series it was Guardians of the Three.

I believe it is a fantasy/sci fi book from the early 80s
So the cover is of a cat like being either gray or tan and he is wearing a red and gold brocade outfit that looks like its from the middle ages. He is in profile and I believe there is an arch over him.
I know it is nothing to go on but I thought I would give this a try
