Richard Cottingham in New York City in 1979 and Andrei Chikatilo in the Soviet Union in 1990.

He was shooting a documentary in Russia when Chikatilo approached him to film an interview with him. (Vronsky speaks Russian) Chikatilo was protesting that the mafia was building a public toilet near his apartment, Vronsky turned him down because "It was a stupid story compared to the other protester's grievances, ..... It was not going to make for interesting television." 10 days later Chikatilo killed his 33rd victim and was arrested. Vronsky had missed a chance to videotape and interview him.
OMG, that battle with the public toilet was an enormous deal to Chikatilo. He spent YEARS writing letters and calling attorneys and doing everything but setting himself on fire to call attention to the disaster of this construction project.Vronsky must be kicking himself to this day!
