Waits was very intelligent and Harry was both obsessed with getting Marie's killer as well as feeling guilty over the idea that his mistake had led to the deaths of other women. So, I wasn't surprised that Harry had lapses. He wouldn't be human if he didn't.
I must admit I was surprised how often he lost control in the same interview. Made me wonder if that was a part of his edge he lost while retired. He used to be such a master in these situations.
He was also dealing with multiple forces (O'Shea and Freddy, the thought of having missed a clue during the initial investigation) in addition to Waits. Maybe too much to keep under control, especially with someone like Waits.

I think Harry was very shaken by the realization that he and Edgar had dropped the ball on the Gest case which left Waits on the street to kill several women. Probably anyone would be upset by that happening.
