What is a story outline?

If you think you have what it takes to win our Love To Write competition, write and submit an original story outline (between 500 and 1,000 words) and first chapter (3,000 to 5,000 words) for the Cherish or Medical Romance series. Send your submission by 31 March 2017. The winner will be selected by the judging panel. They will then have six months to write a novel of 50,000 words with the help of a Mills & Boon editor. Good luck!

Definitely a synopsis. They want to know if you can tell a story and then see if they can help you write it and then probably sell it.
Before submitting, I'd do some research on the company. See http://www.sfwa.org/other-resources/f...
And then I'd definitely check the contract before signing anything.
This writer on the same well-respected SFWA site gives advice on how to write a synopsis.

I am very interested in writing an entry for a competition run by a major publishers but it said as part of the requirements to submit a story outline of between 500 and 1000 words along with the 1st chapter of your story and this is where I'm confused by the outline. Is that basically a summary of the story? Bullet point notes of everything that happens throughout?
Help needed! :)
