Is AMS now open to all Kindle books?

I was just getting ready to post an ad when I noticed that another book of mine, which is not on KDP, is now selectable. Can anyone confirm if AMS is now available for all kindle books?

Their marketing service? You were always able to pay for a promo on a book. Kdp just gives you free options.

Are you sure? If I recall, one of the reasons that I initially signed up for KDP was for the advertising. And once I pulled my book, it was unavailable for advertising... until recently.
