the library is theoretically public, but security costs money and the council doesn't place much value on books. hence, it costs a dollar to borrow a book, and two dollars to stay there for more than an hour. it's owned by the council, but funded largely by the triumvirate's illegal ventures. the shelves are piled to the ceiling with books, and the collection has been steadily growing for almost two hundred years.
