SOLVED. Paranormal Romance where magic levels determines nobility. [s]

In order to inherit a noble title, a person needs to prove the strength of their magic. The main character is a woman whose magic rarely works and is about to go through this magic test. I think she fails the test but a shapeshifter in attendance believes something is off. I don't remember how they meet, but they start to fall in love. I believe it turns out that her family is stealing or binding her magic somehow to gain the title and the shapeshifter, a black panther I think, helps her prove it. I read this book about 5 to 10 years ago and I dont remeber the cover.
