Critical and Annotated editions

I know this question has been raised, but since there is a librarian note, I will raise it again.
This critical edition has a note stating it should not be combined with the main work, but it's not clear why this would be an exception to the guideline regarding such works.
Also, there are a number of "Annotated" versions in a separate work; the guidelines as I understand them suggest they should be combined with the primary work. I see no note stating an exception, but if someone went through the trouble of separating them, I thought it best to double check before combining them. https://www.goodreads.com/book/show/2...

Corrected primary author. These books will have to wait until the 1000 combine deterrent is fixed before combining with the main work.

That was the "clump" I was talking about - linked in Post #1. There are a couple of other strays as well.

If I ruled the world, I would keep them separated because the annotations are a significant portion of the book. But I think the policy here is that they should be combined. Is that correct?
