Otis liked to set fires, but didn't hurt people in the process. Jack was a killer. I felt like Otis seemed to overlook the fact that Jack was a killer until he saw him in action killing the FBI agents. I think he felt enough was enough.
I thought that at first but I remembered how much he seemed to have enjoyed hurting the warden.

Like Robin, I think that Otis drew the line at murder. Although he knew that Jack killed, I don't think he fully grasped the true nature of Jack's actions. Once he did, he realized that Miss Helen would have been disappointed in Jack and possibly in Otis if he hadn't tried to stop Jack. As to his hurting the warden, yes, he enjoyed hurting him (probably as payback) but he didn't kill him. That would be crossing the line.
