ABANDONED. Sci Fi book about 'Brain Filtering'

Hi folks,
Unable to remember the details of a sci fi short story, need your help please :)
The basic theme is that a super brain in being readied in orbit to help disseminate information & stuff. When it is finally switched on every living being ends up numb & frozen in their tracks as the onslaught of info is beyond what the brain can filter.
The brain filter theory talks about stuff like being able to hold a conversation at a football stadium - you can shut out the noise if you desire to :)

I was doing a search for Brian Aldiss & Frederic Brown Sci Fi short stories and happened upon this as an audio book ...Sadly can't remember if it was by one of them or someone else ....
