ABANDONED. Fantasy/Science Fiction: Guy with tattoos in a jail of sorts

So all i can remember about this book is the main chracter had like these blue tattoos all over but didnt know why. He was in a jail of sorts, there was this young girl who i think wanted to help him? The book I read sometime between 2004-2006 it was an older paperback book. I know it was white with like a picture of a futuristic city on the cover. It was blue and white. The author was a guy too i believe. It was also a series book!!! I never got a chance to finish it!

I don't suppose it was the Messenger of Fear? Cover kind of matched your description and Messenger is covered in tattoos and a girl called Mara wants to help him. (It's a series written by a man)
